I know I've seen AL players with these but does anyone know where they drop? I don't think it's a module because I'm pretty familiar with the various drops though it's possibly a season 5 module because I'm less familiar with those.

According to the magical index of AL rewards it's available in HotDQ (page 84) and PotA (page 171). You can also get it in SKT off of table A (better roll a 99!) or b (roll a 65-67).
