I am trying to get a bunch but they seem to be incredibly hard to find. I wanted elven children but at this point I'd take any children. Heck unarmed gnomes with a slight build would do. Unpainted are fine too as a backup plan.

I found some unpainted ones but those were wearing modern clothing.

Why would you need minis of elven children? You only need minis if the characters are...going to...be in battle...

Oh dear sweet belly button of Kord, are you pulling a Richard Garriot and forcing your players to kill children?

I say use Halfling villagers. Also, why do you need kid minis, did an evil mage turn your PCs into kids?

No, he said he needed "a bunch". I'm putting 5 schmuckers on it being defending an orphanage.

As a thought, you'd still want minis if the children are non-combatant bystanders in a battle situation (such as being escorted being about to be sacrificed, or being literally petrified to stone)... but where would be the fun in that?

Is this about needing tribute minis for DND hunger games ?

Kev at Hasselfree makes some human children (his own actually). Might be available in other types/styles, but didn't see any elven ones.

There are prolly more in random villagers packs in various ragnes, but doubt too main "pre-painted" because most discerning consumers want nothing to do with such. And minis of children aren't exactly mainstream.

Take a look at model train figures. HO, N, or Z scales depending on what size miniatures you are using.

Just a thought.
