Other than ability damage to their Dexterity, is there any to reduce a foe's Reflex save?

Demoralize to cause shaken, dirty trick to cause shaken, dirty trick to cause sickened, dirty trick to cause entangled, and grapple.

if you're happy to pop 1500gp on a limited wish, you can reduce an opponent's next save by 7

You can apply a condition (http://www.d20pfsrd.com/gamemastering/conditions) which reduces Dexterity:

entangled gives -4 to Dex, so -2 on the Reflex save
Fatigued is -2 Dex
Exhausted is even -6 to Dex, so -3 to Reflex saves
grappling a creature gives -4 to Dex
and of course anything which makes them helples (sets Dex to 0, with a -5 modifier)


Some conditions give penalties on saves, such as:

all fear conditions (Shaken, Frightened, and Panicked) (-2)
Sickened (-2)


There are also spells which give penalties to saves, such as Bestow Curse (http://www.d20pfsrd.com/magic/all-spells/b/bestow-curse).
