Chaotic Evil. They engage in elaborate plans, certainly, but they're quite random and pointless means of adding "whimsy" to what is, essentially, torment and torture of another who has done nothing to deserve it, all for their own amusement.

Plus just because a couple CE being work together to torment someone doesn't mean their NOT CE. And why would you think a chaotic evil being couldn't plan?

They withhold information, yes, but they never say anything straight-up untrue

They go well beyond "exact words." Any apparent "not technically lying" is definitely not their intention. The way they're presented, they don't care about the truth, only about putting up enough of a facade of it to keep their malicious pranks going to the end.

They do NOT keep their word, and just because they work together doesn't mean they're not Chaotic. Chaotic people can band together in long-lasting, highly cooperative alliances. So can Evil people.

Charlie just suffers from a low Int/Wis/Cha... can't resist the social pressure of these two, can't realize it will end badly, and can't tell when things are really going South.

I don't know, maybe he just realizes there's no point in resisting. Also, you've got to admit this whole thing would be enough to make anyone stop in shock.

Anyway, definitely CE. Even if they kept their word, one Lawful trait doesn't make you a Lawful character.
