Just because I took the time to choose them, I'd like to share what are in my opinion the best OotS strips EVER, by character. Most of them were chosen of how a given character made me laugh, but all of them evoked a response of some sort.

Interesting choices. All are good strips for those characters, but I disagree that they are the BEST. I'll give you some of my choices a little later. (However, I do think that for Elan, Thog, and maybe Haley, the best were 387-400.)

Also the :durkon: one wasnt really funny... If I had to think of one off the top of my head that made me laugh was where he was lecturing roy's sister on the proper way for ladies to act..

Yup, it's "nazzo, the 102nd". They're pretty popular.

Guildorn Tanaleth, an archenemy of mine (over some petty debate a month back that I remember about half of) also has "The Awards of the Stick" in his signature, and you can vote there as well, but it gets botched because people can vote more than once (admittedly, I put in about 25 votes for strip 387 and about 50 for strip 470.)
