M&M Quickness Question

Hey, so I was reading about the Quickness effect online at this link: http://www.d20herosrd.com/6-powers/effects/effect-descriptions/quickness-general/
Now it costs one point per rank, but the flaw Limited to One Task gives -2 points for each rank. These types of power flaws are something I've always been confused about, but this seems to provide extra character points, since it only costs 1 point per rank, and the net would be -1 point per rank. Am I just totally misunderstanding this power, or is it just essentially the Free Character Point power?

You're misunderstanding the way flaws and other modifiers work. See http://www.d20herosrd.com/6-powers/modifiers/ and look at "Fractional Costs".

The cost goes from 1 point per 1 rank (1:1) to 1 point per 3 ranks (1:3), not -1 point per rank.
