Is there a 3.5 D&D book which lists Animate Dead Animal as a first-level spell available to wizards or sorcerers?

No, unless you count homebrew.
2nd Edition has a spell of the name, or so I recall. The Blighter also has a class feature called Animate Dead Animal, but it's not gained until level 6.
