Limbo nativity

If the Abyssal and Beatific encounter monsters are random encounters in Limbo, does that mean the monsters are native to Limbo?

The monsters are native to wherever their entry says they're native to. The sample Limbo encounter table has stuff from all over the place, because they want wide array of options so that encounters in Limbo feel more "random." You can of course always declare that an individual was born somewhere different from the norm, but that's an individual.

I could see the fiends going there to try to take over Limbo, and the celestials going there to stop them.

But given that they are common enough that you are significantly likely to encounter them relative to slaadi, etc., yeah, maybe some are native (or have "gone native")?

Being native to limbo is like being native to America. You might have been born there going back a few generations. But that won't wash with apache arawak or shoshone if you say to them you're a native American.
