How do you determine the speed penalty imposed by armor for creatures that have a movespeed that isn't 20ft or 30ft?

3/4th speed, rounded to the nearest 5' increment.

It's 2/3rds rounded up, actually. Expanded table is on pg. 20 of the DMG.

Except mountain plate. That's half, presumably rounded down and minimum 5ft though that's not explicit.
