Arcane shield allows an immediate action for a AC buff, but in Reactive is says:


If you are aware of an attack against you that has already been declared and you choose to use the Arcane Shield feat, the immediate action to activate the feat occurs before the attack roll against you is resolved.

Does this mean that the normal Arcane Shield cannot be used when an attack is said but before it hits? Or just that is allows the feat to be used when Flat-Footed?

Yes; Pathfinder doesn't have "interrupt" abilities except when they explicitly say so.

Note that neither ability can be used when you're flat-footed, because you cannot take immediate actions when flat-footed.
