Simple question. Is a restrained character/NPC still able to carry out the Somatic requirements to cast a spell?

Spellcasting gestures might include a forceful
gesticulation or an intricate set of gestures. If a spell
requires a somatic component, the caster must have free
use of at least one hand to perform these gestures.

Though a DM could rule it depending on situation, effectively declaring a "restrained plus". It would be odd if there's no level of restrainitude that doesn't pin your arms like, say, in the web illustration for restrained in the PHB.

If all the spells were designed with this in mind, the restrained condition preventing somatic components would be a very good strategic addition to the system.

The way it is, it would limit almost 100% of the spell list. It could still work, but I don't know.

Check the conditions for retrained; no effect on being able to move, outside your speed reducing to 0.
