Hope this is the appropriate forum. I created a spell for D&D3.5 and I'n not sure what level and what DC it should have. Any advice would be greatly appreciated. Thank you!

Designed to take out spellcasters this nasty spell targets the (often) weaker constitution score instead the stronger will save.
Verbal component: 'Stop'
Somatic component: rubbing the spell component between the fingers of the casting hand (see note for exceptions)
Spell component: (dried) blood from the same monster type as the target
Casting time: fast
Effect: immediate
Duration: 1 round per caster level or death of the target
Range: 10ft per caster level
Saving throw: a successful SR negates the effect. SR is CON based. DC ?
Evil/Necromancy
Upon casting this spell the caster shuts down the life functions of the target. The body freezes completely: the muscles lock into their position, the heart stops beating, the lungs stop breathing, the eyes freeze in their place, the nerve synapses stop transmitting. The target is practically dead.
The caster can hold this status until the duration of the spell (concentration check) or it can be released at will as a free action. Depending on the target's constitution she may die before the release/expiration of the spell.
Since all bodily functions are shut down there is a cumulative chance (1% per round) that the target's body fails to restart after the spell is ended.
Note: the blood type designates the target: humanoids, aquatics, dracoforms, fiends, aberrations etc. The blood need not be fresh, a few flakes of dried blood is sufficient. However, using fresh blood of the victim increases the save DC by two (two caster levels). In this case the blood need to be put into caster's mouth before uttering the command word. This can be accomplished by eg stabbing the target and then licking the weapon. Using one's own fresh blood does not have any special effect in this regard unless the victim is a relative: using one's own fresh blood and targeting a close relative also increases the spell DC by two.
