In what book can I find the dark template? And what does it do? LA?

Tome of Magic. Haven't used it so I can't say what it does, I think it has LA+1 though.

Gives massive stealth bonuses and increases speed. One of the few templates that is sometimes worth the LA.

[Shhalahr Windrider]

It's meant to be a scaled down version of the Shadow Creature template from Manual of the Planes and Lords of Madness. So it represents creatures with a strong connection to the Plane of Shadow, but only about half the strength of a full shadow creature.
