Without going into 3rd party stuff, what is the most feasible way to duplicate the 3.5 Sapphire Hierarch (assuming an incarnate/cleric lead in) in Pathfinder?

You can't, period. WotC is third party for PF so even porting it directly from Magic of Incarnum wouldn't meet your request.
