So, I was looking at Psychoactive Skin (Hero) for Pathfinder. It grants +3 enhancement bonus to attack....that's different from the +X a magical weapon could have, right?

It doesn't sound different to me. It's an enhancement bonus to your attack roll.

It's the same. The important thing though, is that it works with spell attack rolls, kineticist blasts, Enter the Vortex blasts, etc etc.

Errr......no, they aren't.

Magic weapons have enhancement bonuses ranging from +1 to +5. They apply these bonuses to both attack and damage rolls when used in combat.
So a normal +x magic weapon is +x enhancement bonus to attack and damage when using it. Then, normal stacking rules apply.
