So...if I wanted to introduce a custom Legacy Weapon to my campaign, how would I go about making a kick ass Longbow for the Ranger in my party?

What are some good legacy powers to put on it?

On a loosely related note, where would I find 3.X stats for Taulmaril?

Well Hank's Bow (http://archive.wizards.com/default.asp?x=dnd/ask/20061227a) is not Heartseeker, but it is the closest I could find to her bow.

I think you already know a lot of this, but I will start at the beginning

Step 1: Decide how you want to handle this weapon of legacy
Page 184 starts to talk about setting personal and ritual costs for legacy weapons. This section is often considered misguided (houseruling it all or partially away is a common comment). Your judgement is important.

Step 2: Decide on the base item.
The base Longbow should be somewhere around 2000gp in value (a +1 Longbow would be my 1st instinct). Additionally the item gains an Omen(minor magical effect) related to the Bow's theme.

Step 3: Decide on the weapon's user requirements.
What prerequisites will the item have for its usage? For the most part these seem to further complementing the theme of the legacy item by using prerequisites to "show not tell".

Finally Step 4: The Features
Make a table with 3 sections. The Least(5th level - 10th level), The Lesser(11th level - 16th level), and The Greater (17th level - 20th level). You get 6, 5, & 4 points to spend in each section respectively.

Unfortunately the actual abilities listed in the WoL are the 2nd most criticized part of the book. I expect you might be better suited to pricing new abilities yourself.



Some abilities I think might be worth considering and pricing:
Call to Hand (Su): At Will, as a move action you can call it to your hand from anywhere on the plane

Adjustable Draw (Ex): Acts like a Mighty Composite Bow tailored to its wielder's Strength

Evasion (Ex): The wielder gains Evasion

You probably want it to gain some enhancements. Maybe go from a +1 Bow to a +1 Force(MiC) Bow?

Further ideas might be sparked once we know the theme of this legacy weapon.

Taulmaril is a +3 force, keen elvencraft longbow according to the WotC site (http://web.archive.org/web/20080424060219/http://ww2.wizards.com/Books/Wizards/?doc=fr_lonedrowstats).
