When you do a powerful charge, as for a minotaur, do you combine the bullrush with the powerful charge, dealing the charges damage And moving a PC 5 or more feet??

Not by default. A normal charge doesn't end with a bull-rush, it ends in an attack (under the charging rules). So Powerful Charge let's get in two attacks: the normal charge attack, and the improved Gore attack. It doesn't let you get a bull-rush, because that's not a normal charge.

Two things:

1) You CAN bull rush on a charge by default, but the bull rush replaces your attack. You instead get a +2 bonus on the Strength check to bull rush the opponent.

2) I believe that the powerful charge special attack is meant to replace the attack you normally get on a charge with a more powerful attack, not be an extra attack. The "normal benefits and hazards of a charge" line is referring to the +2 to attack and -2 AC which are not included in the stats for the attack. For example, the minotaur has his powerful charge attack listed at a +9, but that's the same as his normal attacks. He would actually have +11 because of the "normal benefit" from charging.

As for how to make this work, you need something that gives you a free bull rush such as the Knockback feat.
