I've heard of a Spellblade(+6000gp, pick 1 targeted spell, when targeted, you absorb it and can redirect it next round as a free action), supposedly from Player's Guide to Faerun
so that's a starting point

That seems much less powerful than Spell Turning.

Just going from the level and CL of the spell, it's 273kgp+2k+300+weapon price. But then how would the variable amount of spells work?

A Ring of Spell Turning costs ~98k, can be activated 3 times per day, and turns the next 9 spell levels when activated. The simplest thing to do is probably to just port that straight on as a weapon ability. If you wanted to make it a + equivalent so it fit into that pricing scheme instead, I honestly have no idea what I would charge for that (I'd also note that it would be thematically more suited as a shield/armor ability.)

There's a Psychic Power that's close (http://www.d20srd.org/srd/psionic/powers/reddopsi.htm).

If we use the estimation guidelines (http://www.d20srd.org/srd/magicItems/creatingMagicItems.htm#tableEstimatingMagicItemGol dPieceValues), then it's a 7th level power, manifester level 13, 10 minutes/level. For a Continuous effect, that'd be 2,000 * 7 * 13 * 1.5 (duration factor) = 273,000 gp... breaching the nonepic cap. So *10, making it 2,730,000 gp. And it'd act just like the power of the same name.

Come to that, there's an Epic Shield Property (http://www.d20srd.org/srd/epic/magicItems/armor.htm#greatReflection) that gives you some idea.
