Your best bet would be looking at the gem dragons, since they're psionic, though i'd be surprised if a physical thing like a breath would would deal "psychic" damage. I'm not even sure that "psychic" damage is even a damage type afaik, this isn't pokemon after all :smalltongue:

The MM2 has the 5 original gem dragons, all who have manifesting as psions instead of casting as sorcerers. There is a 6th official psionic gem dragon as an online supplement, http://archive.wizards.com/default.asp?x=dnd/psb/20030124b , which breaks the trend of the others by being the only evil psionic dragon. But as Crake said, "psychic" isn't a energy type for a breath weapon anymore than "magical" is a type of breath weapon damage.

It is a damage type in 4e. But no such thing occurs in 3.5 to my knowledge.

I can't check the issue number right now, but Dragon Magazine has the Illithid Dragon.

#337, the Brainstealer dragon. It doesn't have a breath weapon per se, but it has an extra large illithid mind blast that is supposed to be its equivalent. Can't add metabreath feats to a mind blast though, so it does have less options than a normal dragon.

Closest I can find to "a dragon which deals psychic damage" are Astral Dragons who are psychic dragons from Pathfinder which deal force damage with their breath weapons.

Are there any any dragons whos breath weapon is psychic damage, and if so where can i find it ?That's strongly depend on what's, exactly, your meaning of "psychic"?

It may be:
damage type
psionic power
psi-like ability
something which affects psyche

By the points:
1. No such damage type
2. Ectoplasmic Dragon (http://archive.wizards.com/default.asp?x=dnd/psb/20040123a)'s BW is Whitefire psionic power
3. Aforementioned Brainstealer dragon have (ps) as BW
4. Planar dragons from Dragon #344: Chole Dragon's BW is "insanity vapors" which cause Wis and Cha damage; Gloom Dragon's BW is "apathy gas" which make victims helpless
