Anyone know how the ECL of true dragons works? I've looked around but I can't find anything.

Like all PCs:
ECL = total HD + Level Adjustment.

Draconomicon goes more in detail about how the 12 main True Dragons gain HD and LA as they age up.

Do you feel that the Alienist PrC is kind of disappointing it's status as basically the only Far Realms-themed PrC?

Also there doesn't appear to be LA for dragons (green specifically) past ECL 20.

Okay, somehow I'm not getting it. Been a long day. So for a 15 HD Green dragon (according to this) is a ECL 30 creature, which is a 10 ECL increase from its last hit die?

Yes Alienist is disappointing. Although the Far Realms theme is often better handled by other RPGs.

Past ECL 20 is Epic Territory. WotC did not often consider rating monsters with epic ECLs. All in all this is a good thing. Epic levels are so broken that only your DM knows how to rate ECLs above 20.

I don't know how you got to that result, but 1: there is no such thing as a 15HD Green Dragon unless you stop mid-way between Juvenile(14HD) and Young Adult(17HD), and 2: Juvenile Green Dragons have +6 LA, not +15.
