When I can't get together with a group to play D&D, I slake my thirst by homebrewing. Problem is, my groups tend to fall apart just after I feel confident that all the new players have a firm understanding of the game, so I rarely get the chance to introduce these homebrews to an ongoing game, so I've never really learned the ideal setting in which to playtest.

What would you say is the ideal environment for playtesting? Is it best to run one-shots that give you slices of that character compared to others of the same level? Is it best to see their growth over several levels to determine where the power spikes are? I'm sure there's no "right answer," but I'd appreciate it if you could tell me what works for you.
