So here is a warning for my players. If you're Xanyo, GilesTheCleric, Seltian or DJ please do not read as this will include MASSIVE spoilers for the campaign that we are playing in currently. Now onto the actual point of this thread.

So in the current 3.5 cheese campaign I'm DMing I need some help. This is supposed to be a campaign where all cheese is allowed except infinite loops and I have to go as hard on the players up to a point where it is extremely hard but possible, requiring them to strategize, optimize and think what to do well. So currently I have the BBEG of the campaign who is plotting on killing 3 gods in one savage strike, Ehlonna, Erythnul and Bahamut. At the current moment he is basically pulling the string of what the players are doing and even on what the gods are doing as he intentionally started this whole thing by sending some of his minions to "Kill tha players" but he purposely rigged it so that they survived, making them according to what seemibgly happened the most fit to face him according to Erythnul who is basically now commanding the players in an artifact and ally hunt. Now the BBEG has made this so that he could get the gods out of their hiding spots on the offensive against him by bringing in the PC's but as any BBEG with over 50 Int score would, he needs to prepare well. He has gathered the truenames of the gods and the PC's for having a fine size Ice Assassin of him with Superior Invisibility cast Truename dispel on them and then destroy them by blasting away and having his guards end them while he kills the gods to take all their divine ranks and become an overdeity. He also has 2 Ice Assassin duplicates of him and each of 4 guards that will aid him in the fight and he has them all controlled. That is how I've prepared for what will happen (take into account the players will be around 21st level by when I plan for them to go on this fight). Now how else would the BBEG prepare. He has Wish as an SLA and has a way to get all costly spells for free. He can cast up to 12th level wizard spells (Improved spell capacity) and 9th cleric, therefore up to 7th of each other spell list. Go all out on suggestions on how to prepare the BBEG for this (remember, the whole point of this campaign is that its supposed to be extremely hard for the players but still possible and they are allowed to optimize with the only limit being no infinite loops). Any suggestions?

Edit: Forgot to mention, the BBEG has his awakened Cat apprentice Wizard infiltrated in the party. There are 4 players and they are all allowed to have between 1-2 characters but it seems like they will have only 1 each except one of them who will bring 2. At the moment the party consists of a Necropolitan (Don't remember race) Pugilist/Psychic warrior, a Human Sorcerer, a Hellbred Wizard/Fiend of possession/Demonic Bloodline (Temporary character, will be replaced eventually), a Human Cleric/Church Inquisitor/Spelldancer and a Dragonwrought Loredrake Greater Draconic Rite etc Kobold Necropolitan Gestalt Pugilist/Wizard/Master Specialist/Tainted Sorcerer with Throwback Wedded to history.

Question the first: what level spells can the cat cast?

question the second: if this man does kill Bahamut, what's stopping Io from re-emerging and crushing this puny mortal?

The cat is a 15th level wizard but since the party is still around 10th level I plan for him to level up probably between 1-3 times.

Well, this puny mortal would've killed 2 intermediate gods and a lesser god and absorb all their power and would become a Divine Rank 40 Over deity. that is what stops lo.
