As many may know destructive retribution means that your animated undead deal 1d6 + 1d6/2 HD upon death in a 10ft burst.
Know would the effective HD effect this number like how a bloodhulk fighter has 10HD but 20HD for turning/rebuking/commanding/etc.

For the purpose of Destruction Retribution, you either have a certain number of HD, or you don't. If you're under some effect that makes you count as a creature with more or less HD for a specific purpose but doesn't actually change your HD, you still deal the same damage. If you're inspired by a Bard and granted extra HD, you deal extra damage for the duration of the effect.
I'm not familiar enough with the bloodhulk template to remember what it does on the fly and I'm AFB, but if it only make the creature count as one with more HD for the purpose of Turn Undead (as you seem to imply), then it doesn't interact with Destruction Retribution and your fighter deals 6d6 damage with its death throes.
