Due to the vast amount of good ideas generated in this thread (http://www.giantitp.com/forums/showthread.php?511022-Spontaneous-Superpower-Scenario&p=21559928), I'd like to spin the original idea for more brainstorming purposes.

You, as a real person in the real world, become aware that nearly 1000 people have gained non-epic, random spells/powers from the SRD as at-will spell-like abilities. They're treated as having the minimum caster/manifester level necessary to produce the effect. You are virtually the ultimate authority on how to contain these individuals, and any appropriate government agencies will attempt to requisition the resources necessary to fulfill your directives. Assume you learn about these people at a convenient place and time, and they are unaware of your existence.

Below is a numbered list of all non-epic SRD spells and powers, if you want to randomize the target's ability. Spells range from 1-625, and powers range from 626-912. For the sake of discussion, you're not limited to a single roll, but assume only one spell/power per hypothetical individual.

337: Magic Fang, Greater.
Someone can cheat at things like boxing, Karate, or Mixed Martial Arts; dog fights and things, too. At caster level 5, it's just a +1, and isn't really any better than normal doping. Standard police action can take care of this if it actually becomes a problem.

343: Magic Weapon: Just a +1 to some weapon or other. Makes a knife, baseball bat, firearm, or other weapon slightly more dangerous in the wrong hands. Again, nothing that can't be handled by normal police action. Woohoo - someone cheats in a shooting competition.

843: Psionic Scent: ... do I care? How would someone abuse this?

3: Acid Splash: OK. Yes, this can be used in an assault. 1d3 damage has a chance of KO'ing a standard human commoner 1 in a way that will need immediate medical attention for them to be reasonably sure of surviving. This can be handled by normal law enforcement, once they get some coaching that the bloke is never unarmed.

684: Crystallize: OK, now this guy can cause some panic. In practical terms, though, it's just a guy with a high powered rifle and unlimited ammo. If he's actually a significant problem (most firearm owners are actually solid citizens: They just aren't the ones who make the news), a sniper can end the problem once the source is known (which may take a while - someone drunk on the traceless murder power will eventually threaten the wrong person, and there's modern methods for tracking that sort of thing even without that; look up how credit card companies track down which employee at a business is stealing the credit card numbers).

659: Clairtangent Hand: With enough quiet work, this guy could end the world. If he's smart, there is no stopping him (mostly because you can't find out about the limitations, or even that he exists at all, until after it's too late).

I begin setting up an altar to our new superpowered overlord(s), because someone's probably got Wish (or Limited Wish) as an at-will SLA, and we don't have access to the SCP Foundation's devices/facilities that can contain omnipotent beings.

First roll was polymorph any object, 399. All hail our new god and overlord. Could be either incredibly dangerous or incredibly helpful. On the helpful side he could turn crap into food I think with the double cast thing. Could turn people into hulking monsters or make them tiny for infilitration I guess. Pixie anyone? (Assuming you can polymorph stuff into monsters). I dunno, Haven't really looked heabily at its abuse

Might cause political problems if one manages to activate it on a important person. Would be very hard to trace back to the orginal source. Would be a very subtle "assassin".

715. Dream travel. Impossible to pin down as they can cover 5 miles in a minute. Take a group of people too and travel to other planes if possible. Could get you into anywhere, anytime. Could drop a surgical strike into anywhere. Could steal pretty much anything and would be a brutal assassin. 3 seconds away from getting out of any situation.

216. Fog cloud. Basically a long range and accurate smokescreen. Nifty for anyone wanting easy get aways and such. I

While we're working on that, though, he can still pretty much end the world. He may not be able to look around and manipulate things in the nuclear bunkers (or places like the white house - those will be done first), but in today's connected world it's a pretty simple matter for him to manipulate events to his heart's content. A known or obvious location will include a place he's seen, and he can see basically anywhere, and we have no way to back-trace. Basically just has to spy on important people for a while, and start tapping away on their phones or computers when they're not looking to get things done. Even the right "unimportant" people will do - it would not be difficult for me to send an e-mail from my boss's account from my desk (I manage the e-mail server). I'm pretty sure Trump doesn't manage his e-mail server, either. Not to mention that the guy can essentially have physical access to pretty much any hardware with a little work...

Yeah, he can still end the world if he chooses and he's smart. He probably will just have the Amazon servers send him a bunch of stuff for free, or have the banks deposit a ton of money into his account. Might kill a few people (there's a lot of things where a little force at the right time does nasty things - disconnecting a line to a gas fireplace, for instance, then striking a match). If he is careful, he's impossible to catch. But that "Careful" includes "has a full-time job, and doesn't steal". If he skips those, he's catchable. Then as long as you can demonstrate what he's doing to the satisfaction of the people going after him, he's dead.

Less useful than you might think. Yes, there's some tricks he could use to blow it all up (anti-osmium bomb kinda thing)... but PaO doesn't change HP totals, nor give DR or regeneration (and he'd be in the blast radius). So if he PaO's an ally into a beast... he dies to a hail of gunfire, just like everyone else. Works well for infiltration... but the disguise roll is kept hidden, everyone who's familiar with the guy gets a roll, and familiarity makes it harder. An expert Hollywood makeup artist could get into some interesting places that way, but your standard person will get caught. Turning mundane objects into intelligent creatures isn't overly useful - there isn't a control clause. Could make stone golems out of boulders and use those as foot soldiers (they've got a clause about obeying their creator), but they're stupid as all get-out and humanity has man-portable weaponry that'll take down tanks. He might take over a small country, but not a big one. Make a bundle selling PaO'd boulders as construction equipment, though.

Scramble the agents in cheap black suits. Chances are that all the people who have gained these abilities are no more difficult to capture than regular people - offensive abilities only work if you have the heads-up to use them, defensive abilities are typically on a timer.

The agents will observe the target until they detect a safe time to attack - for example, a person with a 70-minute freedom of movement will have to re-cast it every 70 minutes, so it's safe to move in right after the spell ends. Then just shoot them. Threat has been contained.

Assuming you want them alive for whatever ridiculous reason, drug and black-bag them, and do the ol' shock collar trick while they're restrained. Hopefully, your agents will have gathered enough intel to realize when the target has powers like teleport that require additional containment measures. Anything that breaks concentration, or can AoO them into unconsciousness, is obviously handy. Limited wi- *thwok*


It's really not that hard to capture someone who's basically a normal person, and has no idea that anyone knows their secret and is coming for them.

Keep in mind: That also assumes that none of them are the mildly paranoid sort.

*Most* of the powers on the list are largely harmless - no worse than a person with a decent firearm, and society largely survived those - but some really are highly disruptive if abused. Of those, *most* do not do much for personal defense from an unknown assailant.

There are, however, exceptions. The big ones:
Wish (any magic item, any sor/wiz spell of 8th or lower, any other spell of 6th or lower)
Miracle (any cleric spell of 8th level or lower, any other spell of 7th level or lower)
Reality Revision (basically Psionic Wish)
Limited Wish (6th and lower Sor/Wiz, any other spell of 5th or lower - that's a LOT of possibilities, including Planar Binding things with Wish)
Bend Reality (basically Psionic Limited Wish, but slightly more limited)
Shapechange (because Su abilities on 17 or less HD critters give you Wish access if you know where to look)
Greater Metamorphisis (basically Psionic Shapechange, but slightly more limited)

Consider an at-will Limited Wish on someone who is a little paranoid. What spell effects might that guy be walking around with 24/7 (keep in mind: a Persistent spell only changes the slot requirement - it is still a spell of it's original level - so when using Limited Wish and other arbitrary spell duplication methods metamagic is free... so his buffs are only down when they've just been expended or he's hiding out in his Rope Trick on another plane (Clerical plane shift is 5th))?

On someone with a small amount of system mastery, who is slightly paranoid... good luck finding his whereabouts. Even if you do find him, have fun pinpointing him, and even once you do he's going to be a pain to take down before he simply vanishes. And then he can Scry & Fry to his heart's content if he gets away.

So... yeah, if 1,000 'bad actors' got random abilities from that list, the world is pretty much doomed (high probability of the world breakers popping up). However... most people are merely self-interested. Sure, some will get drunk on power... but for the most part, you don't even need to bother with containment. Roughly 80% of the list can be marked as equivalent in effect to stuff you can purchase with money. Of the remainder, most are easily found if they're abusing the power and can be dealt with fairly readily. Yeah, there's ~10 where crafty use can be used to destroy or conquer the world... but there's enough people that wouldn't bother that you probably won't need to worry about it in general. There already exists more than 10 people with world-ending capability (any ruler of a nuclear-capable country, really), and the world is still turning.

And considering how many things there are in D&D that just "nope" everything a mundane society can throw at them?

I'd recruit a LOT of psychologists, diplomats and (just in case some superdude is a religious fanatic or is more likely to submit to an authority of his faith) as many religious leaders and authorities as i can, and start making plans to non-violently enlist as many superdudes as we can. Because if the Wishdude, the Greater Metamorphosis dude, the Mind Seed dude, the Time Regression dude (arguably THE most hax one there is to get as a SLA ability), the Communedude, the True Creation dude and the Magnificient Mansion dude (to name just a few) band together (courtesy of the Wishdude wishing it to happen) and brand themselves the Dark Legion of Lord Eaters, our only hope is to luck out and have Metafacultydude and Miracledude as Batman and Ghandi, or at least someone with a degree in hax to be on "our" side; or to convince the Metamorphosisdude that living the rest of his (probably very long) life in a deific luxury as a saviour and dragon-god of the mankind is preferable to playing a second fiddle to the Wishdude.

Remove Fear ... that could be a really horrible one, if you use the fluff effect as well as the mechanical effect. I'm imagining a motivational speaker who uses it to "hook" his audience, then gets them to do his bidding. Because hey, the things they were afraid of are no longer affecting them. Go ahead, follow those impulses, live your dream. But be sure to give me my percentage.

Rolls (http://www.giantitp.com/forums/showthread.php?517832-Actual-SSCS-rolls&p=21788973) are 54, 140, 210, 375 and 460.

Break Enchantment shouldn't be any more problematic than a regular person, as their ability is only useful against other casters. I'd try to get them to your side somehow: there's a lot of individuals whose spell effects can't be reversed without magic out there.

Same for the Detect Magic guy, I guess if you really want to neutralize him, you could lead-line his cell.

Flame Strike... now this is more problematic. Someone who can burn through an inch of steel in twelve seconds is not to be trifled with. As is so often the case, sniping from a few hundred feet away is probably the best course of action.

Dealing with the Order's Wrath guy is ironically easy. After all, chances are most governments have a few lawful people in them. Just find those most attached to order, discipline, reason and obedience and have them wrestle the target to the ground.

The Scare individual seems like he'd be tricky at first glance, but its limitation of being able to target only one person a round means that by just sending a dozen or so people in the vast majority would reach him. Just make sure everybody knows the fear is temporary and not dangerous.
