As the title. I'm working on a high seas campaign, but the I'm not really liking the default ship rules. I want something with a little bit of complexity, a bit of ship modification, but not too unwieldy.

I don't know if it actually has what you're looking for, but there's this book for 3.5 called Stormrack...

Well, I do have Stormwrack, so it'll be simple to make use of it. I'm not sure if it will be quite what I want either, though. Mainly just want to see what's out there.

There's a game called "Wooden Ships and Iron Men"... it's a miniatures game/war game though. Kind of like using Battletech rules for your giant robot combat & GURPS for when your pilots aren't in their 'mechs.

I ran a seafaring campaign and found Stormwrack to be terrible in a lot of ways, especially for ship movement. I would recommend avoiding it.

You might look at two wargaming titles from Osprey that deal with seafaring: On the Seven Seas (https://www.amazon.com/Seven-Seas-Wargames-Adventure-c-1500-1730/dp/1472801407/) and Fighting Sail (https://www.amazon.com/Fighting-Sail-Actions-1775-1815-Wargames/dp/1472807707/). These came out a couple of years ago, and I haven't tried them myself, but they might have some good options you can use.

I've heard positive references to Fire as She Bears (http://paizo.com/products/btpy8yfr?Razor-Coast-Fire-as-She-Bears). Havent used it myself.

Fire As She Bears seems to be about what I want, though I'd prefer to have a bit more personal testimony before I jump in on buying it. Has anyone here actually used it?

Endzeitgeist gave it a gushing review. Not aware of any other notable 3pp reviewers.
