Is there any non homebrew race that has the plant type or is plant ESC in theme ?

In 3.5, Unapproachable East has the volodni, also known as the pine folk, who have the Plant type, LA +2.

In Pathfinder, Bestiary 5 has the ghorans, also with the Plant type. —These are just off the top of my head; I’m sure there are more.

volodni is the only legal 3.5 race without RHD. you could also take talontar blightlord, which changes your type to plant as the capstone.

If you're okay with level adjustments and have a permissive DM, the Woodlings from MM3 are a template that a player could use in theory. It's not a true "race", though.

Let's see...treant has 7 RHD and +5 LA. Kind of prohibitive.

Needlefolk from Monster Manual II have 3 RHD and +1 LA. Better.

Wood woad (Monster Manual III) have 8 RHD and +3 LA.

Needlefolk don't have much going for them, unfortunately. They can sense elves within a pretty large radius and they have a unique needle attack, but the attack doesn't do anything special, so probably not worth it.

Savage Species has a treant racial class, which as as far as I know the only way to play a plant at level 1.

Forestmaster (Faiths and Pantheons): becomes Plant at 7th level
Thrall of Zuggymoy (Dragon #337): becomes Plant at 10th level

I suppose you could go with an Awakened (http://www.d20srd.org/srd/spells/awaken.htm) Tree. If you get a Small one (awakened sapling?) it would take stats as though it were a small animated object, so only 1 RHD. The only houserule needed would be to change - to "by character class" in the "Advancement" line.

Magic of Eberron have Plant grafts, and about 4 levels of Fleshwarper would be enough to make them all at no XP cost
If you will go this way, you may also take Plant Bloodline and Green Heart feats from the Dragon Compendium
And, maybe, some Plant familiar too? For example, Dread Blossom Swarm (Monster Manual III) was 13th level option for Improved Familiar in Dragon #329
