Chaotic Neutral: flip a coin to decide what you do.
Chaotic Evil: flip a coin to decide what you do but lie about the results.

Chaotic Neutral: flip a coin to decide what you do, find you don't like the result and take a third option.
Chaotic Evil: just flip.

Chaotic Neutral to me is someone that will actively seek to do things for Good and Evil just to spice up things...but not actually care about the results.
Chaotic Evil is the murder hobo who has no restraint. He/She will do whatever it takes to get what they want regardless of how it affects the rest of the world. Barmaid didn't bring them eggs with their Mutton? Death.

While kingpin/luther is no doubt LE, I think he is probably more fitting as a posterchild for a chessmaster (http://tvtropes.org/pmwiki/pmwiki.php/Main/TheChessmaster) or villian with gpood pr (http://tvtropes.org/pmwiki/pmwiki.php/Main/VillainWithGoodPublicity)... but batman probably more accurately embodies Le.
