Eberron: Code of Galifar?

Though I have some of the Eberron books, I don't have them all, or read about the setting to this extent... I'm intrigued by the Code of Galifar, that is mentioned here and there (Q'barra, and some other mentions). Is there an official source on this? Or anything about the laws of the Empire, before the Last War?

I think the House of The Sentinel had some place in it, and it's marshals still pursue major criminals, even across borders, but other than that, I have no idea...
