A massive, angular vehicle flies into view immediately. It's pointy frame is ashen grey and apparently designed for speed. The mechanical beast begins to transform mid-air and lands with a loud slam in the shape of a simian construct with vicious claws at the ends of it's arms and legs.

It's body is just as pointed and angular as it's vehicle mode if not more so. As he shifts and moves the grinding of gears and motors can be heard and the rumbling of jet engines can be heard aswell. He aims his claws forwards and six projectiles point forward from each as he cackles with menacing glee. His eyes burn with red malice.

Starscream is the ambitious and backstabbing lieutenant to the Decepticon leader, Megatron. He serves Megatron loyally when it is convenient for him, but any given chance he has he will backstab and attempt to take control from Megatron as the Decepticon leader.

COMBAT
Starscream is a master of deception and agile, aerial combat. In combat he likes to employ the use of his claws against nearby opponants and his missiles against out of his reach. If using his claws, he will attaempt to flank with another decepticon so he may use his sneak attack.

If he is on the battlefield with Megatron, it is not unlikely that if the odds of the Decepticons gaining victory over their opponants Starscream will take pot-shots at Megatron himself.

Missiles (Ex): Starscream can use a unique projectile weapon that fires 6 missiles from each claw. He can take a standard action to fire 6 missiles (unloading one claw) or all 12 (unloading both claws). Firing all 12 missiles a round imposes a -2 penalty on the attack roll for each missile. Each missile can target a different opponant (attack bonus +16) and if striking an opponant, deal 4d6 bludgeoning damage and 4d6 fire damage in a 10 foot sphere. Opponants that are not original targets of the missiles may make reflex saves (DC 18) for half damage. The range increment for these missiles is 60 feet.

Sneak Attack: As the rogue class feature.

Construct Traits: As in the Monster Manual.

Transformer (Ex): Starscream, like many residents of cybertron, has the ability to transform into a large mechanical vehicle. When in vehicle mode Starscream has no reach, arms, legs (meaning no access to his weapons, except missiles, but only 4 fireable per round)but is able to move at far greater speeds and transport smaller creatures. Starscream can transport a maximum of two medium sized creatures in his cockpit. This ability is usable as a move action at will. While in vehicle mode Starscream has a +10 to disguise checks while trying to disguise himself as a jet.

Nothing personal, but I hate Starscream. With a passion.

(Good job on the stats though, they fit that slimy.. word-that-isn't-appropriate.)

And I am a big Starscream Fan :P

But, I'm not familiar enough with D&D to make any judgements. Movie Starscream didn't do much though so... not really much you could do here.
