There is no clear definition of "harmful" in the PHB. I would rule that yes, Dispel Magic cast at you by an enemy would be a harmful spell.

i would add, however, that you *could* target the sanctuary spell, which is not under its own protection, since you can target a magical effect with dispel magic. this would have no chance of removing the foresight spell, but could dispel the sanctuary so that someone could make an attempt to dispel the foresight afterwards.
