So a little background, my campaign takes place in thay (red wizards, slavery, artifacts, so on aND so forth). My grout recently got a lead on what is basically the head guy in charge of all the small slavery rings. Like the guy in charge of all the bookkeeping and sales and whatnot. Anyway all they have us a name at the moment.

Soon, they will find a way to get into this party in thaymont where this guy is going to be, along with a bunch of red wizards and higher ups from the region.

It's easy to rip some stuff from the monster manual and roll up a few custom bad guys for a dungeon, buy I'm a little confused as far as how to go about this one. Is there a section in the dmg that covers all opposed rolls for skill checks? (Gather info, bluff, intimidate, ect) or can I just make a DC for some of them to speed things up? What about if my pcs need to lie to an npc? Do you guys usually make sure your npcs have skill points properly assigned for sessions like this?

TL;DR I need some guidance for a (mostly) non combat game session

EDIT: this takes place in 3.5 with a generous amount of house rules.
