I was trying to figure our a way to create a spell that allows characters (this is for NPCs, but I would like it to be balanced for player use as well) to create an avatar of themselves.

I was thinking somthing like You designate an avatar of yourself. For the duration of this spell, you take a number of negative levels equal to the HD of the avatar. The avatar has the abilities of you at that HD, but mundane equipment. You may give any magical items to your avatar after it is created."

I was also thinking something of one hour/level for duration. I have never designed a spell before, and I would greatly appreciate any help.

You may wish to create an immense XP cost. 1,000 XP ish. This is also a very high level spell, mind, negative levels doesn't actually delevel you - only gives you a bunch of negatives.
There is actually an epic spell that does something very similar to this. You delevel (not negative level, actually delevel) yourself, and then add that many levels to 20 to create it. Eidolin I think it's called. It requires a spellcraft in the 70s to perform as well. So, you could be a level 30 caster, take -4 levels to make yourself 26 and your eidolin 24. When it dies, you get your levels back.
If you have the epic level handbook, you may wish to look up this spell for descriptions.

1 hour/level should be sufficient. Especially if you're losing XP. 2 hours/ level is also notable - albeit, risky. You want to make it worth it to have though.
You may also wish to make it 10 minutes casting time, making sure it can't be cast in battle.

One thing to note is this. Test out the spell. Creating something of a control such as this is a powerful task, and harder to control.
Take a wizard or sorcerer without the spell, and then take the same sorcerer or wizard and produce a 2 level higher version of themselves. Give the lower level one the spell - if the lower level one pushes over the higher level version with ease, it's too powerful most likely.

I would think the spell Simulacrum (http://www.d20srd.org/srd/spells/simulacrum.htm) would be a good place to start. Its 7th level, but for one, you can use it on any creature, while an avatar spell would be just yourself. Although, on the other hand, you'd be making the avatar out of something sturdier than ice, so...

Just giving up my two cents for you...

Yeah, you might want to start by taking Simulacrum (http://www.d20srd.org/srd/spells/simulacrum.htm) & Eidolon (http://www.d20srd.org/srd/epic/spells/eidolon.htm), then spliting the difference. It should work out to something like a 9th-level spell. It could work.
