Greetings, all!

I'm here for RAW answers to these questions and not to debate the optimization potential of such.

1: Can a Cleric/Wizard cast spells using his Wizard slots if these spells have alignment descriptors that oppose his? For example, can a NG Cleric/Wizard, using his Wizard spell slots, cast a summon monster spell to summon an Evil aligned creature? I'm leaning toward yes on this due to how this is worded. Note that Cleric spells are WIS-based while Wizard spells are INT-based.

A cleric casts divine spells (the same type of spells available
to the druid, paladin, and ranger), which are drawn from the
cleric spell list (page 183). However, his alignment may restrict him
from casting certain spells opposed to his moral or ethical beliefs;
see Chaotic, Evil, Good, and Lawful Spells, below. A cleric must
choose and prepare his spells in advance (see below).

To prepare or cast a spell, a cleric must have a Wisdom score equal
to at least 10 + the spell level (Wis 10 for 0-level spells, Wis 11 for
1st-level spells, and so forth). The Difficulty Class for a saving throw
against a cleric’s spell is 10 + the spell level + the cleric’s Wisdom
modifier.

Like other spellcasters, a cleric can cast only a certain number of
spells of each spell level per day. His base daily spell allotment is
given on Table 3–7: The Cleric. In addition, he receives bonus spells
per day if he has a high Wisdom score (see Table 1–1: Ability
Modifiers and Bonus Spells, page 8). A cleric also gets one domain
spell of each spell level he can cast, starting at 1st level. When a
cleric prepares a spell in a domain spell slot, it must come from one
of his two domains (see Deities, Domains, and Domain Spells,
below).

Clerics do not acquire their spells from books or scrolls, nor do
they prepare them through study. Instead, they meditate or pray for
their spells, receiving them through their own strength of faith or as
divine inspiration. Each cleric must choose a time at which he must
spend 1 hour each day in quiet contemplation or supplication to
regain his daily allotment of spells. Typically, this hour is at dawn or
noon for good clerics and at dusk or midnight for evil ones. Time
spent resting has no effect on whether a cleric can prepare spells. A
cleric may prepare and cast any spell on the cleric spell list (page
183), provided that he can cast spells of that level, but he must
choose which spells to prepare during his daily meditation.

2: Can a Cleric who worships an ethos who otherwise fulfills the alignment requirements for a Complete Champion 133 special holy symbol/masterwork holy symbol still benefit from it? I felt torn on this one. (Rules are below.) I wanted to use Elhonna's Brooch for its benefits.

However, any spellcaster can gain benefits
from using these special holy symbols, assuming that she
can cast spells of the appropriate type (see below). Not all
symbols work equally well for all spellcasters.

Each symbol represents a character’s devotion, beliefs,
and worship, so both divine and arcane casters can use these
symbols as foci for their spells. Even a spell that doesn’t
normally require a focus can be improved by the use of these
symbols. The following rules apply to such use.

Alignment: To gain the benefi ts associated with a special
holy symbol, you must be of a compatible alignment—that
is, you cannot have an alignment component in opposition
to either component of the deity associated with the symbol.
For example, Kord is a chaotic good deity, so you could not use
his holy symbol for spellcasting if you were either lawful or
evil. (The alignment of clerics and other divine casters must
be within one step of the deity they worship, as specifi ed in
the Player’s Handbook.)

Worship: Although nondivine characters might not
pay as much homage to deities as divine casters do, anyone
wishing to gain the benefits of using a special holy symbol
as a focus must offer up at least a little religious respect.
Work with your DM to decide what sort of roleplaying is
required for your character to be considered a worshiper
of a particular deity.

Ehlonna’s Brooch: Worn by worshipers of the goddess
of the woodlands, this emerald carving of a unicorn
rampant sometimes seems to blend into the wearer’s garb.
When grasped and used as a focus for a spell, it exudes a
faint green glow.

When Ehlonna’s brooch is used as a focus for a summon
animal or summon monster spell, each creature summoned
gains +1 hit point per Hit Die.

3a: Does the feat Rashemi Elemental Summoning (Unapproachable East 45) apply to elementals summoned via the Summon Elemental reserve feat? What about other summon boosters like Augment Summoning? I learn toward 'yes' due to how Summon Elemental is worded, saying that the elemental acts as if summoned by a summon monster spell.

3b: Does the Rashemi Elemental Summoning feat prereq of "Spellcaster Level 5th" mean 'class level,' 'hit dice,' 'caster level,' or other?

You may summon Rashemen’s native elementals in any situation
where you could summon an air or earth elemental.
Prerequisites: Spellcaster level 5th.
Region: Rashemen.
Benefit: As long as you have a summoning spell of 4th
level or higher available to cast, you can summon a Small
elemental (air, earth, fire, or water; your choice) within a range
of 30 feet. The elemental acts as if summoned by a summon
monster spell (PH 285). The duration of the summoning is
equal to 1 round per level of the highest-level conjuration
(summoning) spell you have available to cast.

Benefit: When casting a spell that summons air or earth elementals,
you may choose to summon an orglash or thomil instead.
(See the Orglash and Thomil entries in Chapter 6:
Monsters of the East) For example, if you cast summon monster
V, which can summon a medium elemental, you may
summon an orglash or thomil using a medium elemental as
the base creature. If you cast elemental swarm, you could opt
to summon orglashes or thomils based on large, huge, and
greater air or earth elementals. Altering the spell in this
manner does not change any other aspects of the spell. You
may use this ability outside of Rashemen.

Benefit: Each creature you conjure with any summon spell gains a
+4 enhancement bonus to Strength and Constitution for the
duration of the spell that summoned it.

Your knowledge of planar magic allows you to imbue your
summoned elementals with extraordinary combat prowess
and durability.
Prerequisite: Knowledge (the planes) 2 ranks.
Benefi t: Each elemental you conjure with a summon spell
gains a +2 enhancement bonus on attack rolls and damage
rolls, and temporary hit points equal to twice its Hit Dice.

1. The wizard's arcane spells are uneffected by anything ''cleric''.

2. Yes. There is no reason to say ''this item is only for X''.

monster spell'' sure does not say ''exactly like the spell had been cast.'' or anything like that. The reserve feat is not a spell-like ability.

So, by RAW, things that effect spells won't effect the Reserve Feat.

Darth Ultron: Where is your RAW reference for spellcaster level meaning class level? I assumed it simply meant caster level.

Also, since the reserve elemental acts if summoned by a spell, then, with Augment Summoning, does the summonling merely act as if it had +4 STR and +4 CON due to that feat without having it? Likewise with other summon boosters.

Chaotic, Evil, Good, and Lawful Spells: A cleric can’t cast spells of an alignment opposed to his own or his deity’s (if he has one). For example, a good cleric (or a neutral cleric of a good deity) cannot cast evil spells. Spells associated with particular alignments are indicated by the chaos, evil, good, and law descriptors in their spell descriptions (see Chapter 11: Spells).

It says nothing about cleric spells specifically, they cannot cast any spells that oppose themselves or their faith.

as for 3b, spellcaster level, seems to imply levels in a spellcasting class. Caster level is something else entirely, and much more fluid and easy to manipulate.

Seconded. It is obviously a moral obligation to not cast opposing alignment spells, which will apply to all classes so long as you have that as part of your character.

To be fair, though casting such spells might cause you to lose your cleric powers it would have no effect on your wizard powers.
