The cleric's Bit of Luck (http://paizo.com/pathfinderRPG/prd/coreRulebook/classes/cleric.html#luck-domain) ability generally does not allow a cleric to, in combat, apply BoL to their own standard actions. While there are exceptions (http://www.d20pfsrd.com/magic-items/wondrous-items/wondrous-items/h-l/headband-of-fortune-s-favor/), in most cases a cleric would only be able to apply BoL to themselves and have it apply to any subsequent move/swift actions they took on that turn (in addition to all AoO, save, etc. rolls until their next turn).

Out of combat, it's a bit less clear. Barring a clear ruling, it seems to me that out of combat, Bit of Luck could be applied to a standard action performed by the cleric. So, looking for either an official ruling or other peoples' stances on: can a cleric use Bit of Luck on themselves out of combat and apply the bonus to (1) a standard or (2) a full-round action? For example, casting Bit of Luck then Pilfering Hand (http://paizo.com/pathfinderRPG/prd/ultimateCombat/spells/pilferingHand.html), or casting Bit of Luck then using Disable Device/other skills.
