So recently I just got obsessed with the new Dragon Ball Super series and started to wonder how could one make Hitto/Hit from the Universe 6 Tournament Story Arc into a 3.5 D&D character. He would definitely have Celerity/Greater Celerity at will somehow (Would probably just include it as a slotless item) but what else would one have to do such as what Classes, PrC, level etc. Im thinking possibly an Unarmed Swordsage Rogue Assassin of Epic Level.

His primary strength in combat is his ability to level up in the middle of combat. That... isn't how Dungeons and Dragons works. I know of at least one system where leveling up in combat is a thing, but Dungeons and Dragons in not that system.

He seems to also have at will Time Stop.
Swiftblade seems like a good fit.

Increasing the duration of time stop can be emulated by the Swiftblade's ability to subsume haste cast using higher level spell slots.

His Time Leap ability doesn't even give him a celerity. It starts out at a tenth of a second. Sixty of those will get you a celerity. It's such a small portion of a round it's not worth mentioning. You might as well just be blinking.

Tenth of a second in DBZ/DBS is HUGE though and is very much comparable to celerity.
