Increasing Effective Bardic Music Level (for Inspire Greatness)

I'd like to be able to snag Inspire Greatness in E6 (so that I can temporarily access the higher-HD SLAs/PLAs of the Half-Fey and Phrenic templates), but it requires an effective Bard level of 9.

Would bloodline levels work for this? Are there any other ways to get Inspire Greatness in E6?
