This is honestly the cutest, homi...wait. Is it actually homicide if they aren't the same species? Regardless!

The best way to make the two is with 2 separate characters. But, let's assume that's not possible. So, we'll take the Dvati as a base line. The Winged template technically works, but it's rather bleh for a +1 LA.

A much more interesting way is to make them (afflicted) Lycanthropes of some kind of monstrous bird that are always in hybrid form. If you work with the DM, you might be able to get it reduced to +1 LA (instead of +2) by not being allowed alternate forms. [The forced HD sucks but hey.] And the majority of premade lycanthropes are chaotic evil by default, so that works out perfectly.

Swordsage/Warblade definitely seems appropriate. One would also appreciate Bloodstorm Blade, and some refluffed Throwing Daggers (up until you actually got BSB, then refluffed greatswords, tucked away in bags of holding, which are sown in to your wings). Talk to the DM about making it Dex-based instead of Strength, but keep the other stuff.

One could go with a level of Cleric and Whirling Frenzy Barbarian (Or Psychic Warrior for Expansion), then go in to Master of the Nine. You will be eating up 2 maneuvers a turn, so getting a bunch more readied would be nice. [Though it would leave you a tad feat-starved.]

Rakan would be a CC-bot, while Xayah would put out the damage. Equip Rakan with a Spiked Chain, refluffed as preternatural skill and/or magic. You should probably prepare 6-8 (3-4 each) maneuvers for their roles, with the rest filled in as generally useful.
