SNA on Bard list?

I'm trying to do stupid things with a halfling whistler (http://archive.wizards.com/default.asp?x=dnd/prc/20061121a) involving SNA and using a bardic music feat to give them bonuses to STR and CON. Is there any way to get SNA on the bard list at ECL 9 without dipping druid?
