Specifically, I'm playing a 3.0 Shifter from Masters of the Wild, similar to the Master of Many Forms, and was trying to find a way past the HD limit of the class when it comes to choosing shapes.

A bard's 'inspire greatness' grants 2HD.

Lycanthropy, but that's probably not what you're looking for...

Shapechanging into a Barghest and feeding on helpless humaonids can get you extra HD. That requires the Shapechange spell, though.

To answer the question posed by the thread title; yes, there are other ways to raise HD than leveling up but they all suck and they wouldn't help you anyway.

What you need is to improve your druid level. You need to either take more druid levels (if that's how you qualified) or a PrC that advances wildshape.

as the others have said, while raising your HD is trivial (dusk giant, blood fiend, barghest, redcap, etc) it doesn't actually help you

shifter says you can't morph into something with more HD than you have. it does not say that you can automatically turn into anything with that many HD.

3.0 shifter's greater wild shape is keyed off druid's wild shape, which is keyed off of polymorph self, which is keyed off of polymorph other.

as a spell-like ability, it defaults to your HD unless otherwise specified (shifter helpfully, unhelpfully refuses to specify)

however

polymorph other's cap of 15 will always apply, so even if you could increase your HD, it would not help you.
