I'm playing a lesser aasimar debuff-based cleric with the envy and hatred domains in a 3.5e campaign, and as one of the party's main faces, I'm looking for a way to make myself faster to better navigate the battlefield. I'm wearing full plate, which has knocked me down to a 20 foot speed. Are there any cheap items I can look out for? Atm I'm 5th level and gold is in the double digits, hoping to make some more soon.

Pathfinder? if so use a spell called effortless armor removes all armor encumbrances.

What level is that spell? Can you link it on the SRD? I've actually got a character in a 3.5 game that might benefit form it depending on that and on if I can talk the DM into letting me back port it. Though that shouldn't be too much trouble.

Unfortunately it's D&D 3.5e, no pathfinder

Boots of Striding and Springing (http://www.d20srd.org/srd/magicItems/wondrousItems.htm#bootsofStridingandSpringing) give +10 ft. land speed and +5 jump for 5,500 gp.

A custom magic item (http://www.d20srd.org/srd/magicItems/creatingMagicItems.htm) that gives a continuous effect of Expeditious Retreat (http://www.d20srd.org/srd/spells/expeditiousRetreat.htm) at caster level 1st would be (1 spell x 1 caster x 2,000 gp x 2 duration 1 minute/level) = 4,000 gp for +30 ft. land speed. However, the minimum caster level (http://www.d20srd.org/srd/magicItems/magicItemBasics.htm#casterLevel) for any item is whatever's required to meet all the prerequisites, and since Craft Wondrous Item (http://www.d20srd.org/srd/feats.htm#craftWondrousItem) requires a caster level of 3rd, no wondrous item can be created at a caster level lower than that. Thus the Boots of Expeditious Retreat should actually be 12,000 gp, but it's ultimately up to your DM how they would be priced or if it would even be allowed.

Depends on how you define cheap. Flicking through the MIC:

Chronocharm of the Horizon Walker: (poor man's Travel Devotion, 1/day), 500gp
Acrobat Boots: +10ft to +20ft, limited uses/day, 900gp
Sandals of Sprinting: +30ft, limited uses/day, 2300gp
Pather Mask: +5 ft, 2700gp
Boots of Desperation: +30ft, limited uses/day, 2800gp
Crystal of Alacrity (armor augment crystal): +5ft, 3500gp (worth noting as it's a morale bonus rather than enhancement, and will stack with the other items I've mentioned)
Boots of the Unending Journey: +10 ft, 4000gp (cheaper than Boots of Striding and Springing, but has alignment restrictions)
Quickness (armor property) + 5ft, 5000gp
Boots of Skating: +10ft, 7000gp (really only more useful than Boots of Striding and Springing if you're planning to be going downhill a lot)
Sandal of the Light Step: +10 ft, a few other movement related goodies, 9000gp

Though that shouldn't be too much trouble.Effortless Armor (http://www.d20pfsrd.com/magic/all-spells/e/effortless-armor/) is level 2, cleric/inquisitor/magus/paladin/ranger. It technically doesn't remove all armor encumbrances, but it cuts ACP based on caster level in addition to removing all speed penalties.

Fairly different, but Burst of Speed (http://www.d20pfsrd.com/magic/all-spells/b/burst-of-speed/), 3rd level alchemist/antipaladin/bloodrager/magus/inquisitor/paladin/ranger, is a swift cast that gives +20'/+10' speed (depending on armor) and lets you ignore AoOs for one turn (as Grace (http://www.d20pfsrd.com/magic/all-spells/g/grace/), 2nd level cleric/oracle/paladin), for if you're trying to quickly and safely cross a battlefield in one go.
