Can a witch cast a hex, cackle and take a 5 foot step

A hex is usually a standard action, cackle is a move action and a 5 foot step is a free action that can only be taken once per turn if you don't use a move action to move across the battlefield.

You should be able to do that.

Edit: Except during a surprise round, when you're staggered or Slowed, etc.

Yep, 5ft steps are the generally accepted method for witches to move around the battlefield.

That said, there are feats in Pathfinder that are specifically there to mess with an opponent using a 5' step.
