1d4 ability damage per minute seems slow for what looks like a combat power. Is this meant to be a post-battle "disable the spellcaster" power? Depending on how you wish this used, you might try making it either deal 1d4 ability damage per round or make the manifesting time a minute and remove the first will save. Overall, what advantage does this have over a power like ego whip (http://www.d20srd.org/srd/psionic/powers/egoWhip.htm)? And why is this power evil?

This is a mindraping, "I will break your soul and feast on your agony" power. That's why it's evil. It's not meant to be used in combat; it may be a bit underpowered.

Minutes of concentration might become annoying. Maybe have it just plant some type of telepathic parasite into his brain that slowly eats away each minute. Since the target will probably/hopefully be restrained it won't necessarily make the spell "broken" but then allows him to torture en mass.

But then the character won't get the fun of doing it himself...

It seems underpowered. I would either up the damage, reduce the time needed, or give the manifester a bonus (to represent "I feast on your agony" type thing).

It's not a combat spell, that much is obvious. More of a buffing spell, a la Death Knell.

What you need:
- More fluff.
- Much longer benefit duration.
- Maximum limitation on benefit (Unless the benefits for each minute are non-stacking.)
- Afflict some temporary condition on the target while tormenting... The more distressing, the better.

I like it, and with it being pretty much an out of combat only power, it doesn't appear too broken.

Telepathy (Mind-Affecting, Fear) [Evil]
Level: Telepath 4
Display: Visual
Manifesting Time: 1 full-round action
Range: Close (25 ft. + 5 ft./2 levels)
Target: 1 creature within range
Duration: Concentration, up to 1 minute/level (see text)
Saving Throw: Will negates (see text)
Power Resistance: Yes
Power Points: 7

While concentrating, you deal 1d4 points of ability damage per minute to one of the target's mental ability scores, chosen by you at manifestation. In addition, the target is paralyzed (http://www.d20srd.org/srd/conditionSummary.htm#paralyzed) and fascinated (http://www.d20srd.org/srd/conditionSummary.htm#fascinated) for the duration of this power, and receives a new Will save to end the effect every minute. You receive a +4 bonus to the same ability score that you damaged; this bonus persists for an hour after the power ends.

When this power ends, the target must make another Will save or become panicked (http://www.d20srd.org/srd/conditionSummary.htm#panicked) with regards to you for a period of time equal to this power's duration. Immunity to fear effects negates this secondary effect, but not the primary effects of this power (the ability damage, paralysis, and fascination).

This seems like a good(so to speak) power for an NPC from one of my characters' backstory. Except he's a Seer, not a Telepath, and he's already got one Advanced Learning that I know of...

I gotta say ... this is going to work well for a character I'm making.

It's almost like a 'force lightning' ability without ... the force. or the lightning.

Are they allowed to scream, "IT'S RAPING MY MIND!" like a teenage girl (http://en.wikipedia.org/wiki/Asuka_Langley_Soryu) as it's in effect? Normally, being fascinated makes you quiet, but it seems like it would fit
