Im currently looking into making armor for a gnome. They are wanting a Mithral breastplate. 5 Armor 5 Dex -2 ACP. Hes wanting to apply Nimbleness Which states Price +1 CL8 giving Dex +1 and - acp rating by 2. Making the Final armor 5 Armor 6 Dex and 0 ACP if Im correct and wanting to add muffling to it as well (non magic) +2 circumstance bonus on Move Silently checks.

So checking the Value if Im correct it should come out to 4200 for armor +1 is 1000 and muffling is 300. So 5500 GP. Is that correct?

Can't add a magic special quality without the armor being enchanted for +1 (to AC) first.
So add another 3k to that price.

Well, let's take it step-by-step. It took me a few moments to find the muffling thing, from Underdark, but here goes:

..200 gp Breastplate (+5, Max Dex +3, ACP -4)
4,000 gp Mithral for Medium Armor (Max Dex +5, ACP -1)
..300 gp Muffling enhancement for armor
1,000 gp Armor enhancement +1 (required before further enchantment as mentioned)
3,000 gp Nimbleness enhancement (Max Dex +6, ACP 0)
=========
8,500 gp TOTAL

And, there you go.

If Dragon Magazine content is allowed, you can get the same stats for roughly a fourth of the price. Dragon 358 included an article for crafting better mundane weapons and armor.

Final Price: 2,400 gp

Note that this set of armor is completely nonmagical, and thus saves on future enchantment costs. As a small aside, this armor can be crafted by a lucky 2nd level expert in any town.

Add a template from DMG2 on top of all that for extra pre-enhancement oomph (and potentially decreasing the cost of enchantments he wants anyway when he gets around to that).
