Vampire the masquerade NPCs?

Does anyone know on of any stats for vampire the masquerade 3rd ed NPCs,Primarily police, thugs and other vampires?

I'm sorry? I wasn't aware they had a 3rd edition version of V:TM. Its whitewolf, right? Has its own unique system. Fairly easy to random stat npcs for that system.

There is an online pdf called Line of Cain, which contains a lot of vampires, many of them have stats.
Regarding mortals (cops,...), the 9th chapter of the core book has stats for them.
