I've got a lizardfolk champion who two-weapon fights with hand axes. Typically, he'll fight with them, then throw them, then Don a shield and battle axe.

He has 14 str, 14 dex, 16 con.

I'm debating whether I should go 16 strength, 16 Dex, or dual wielder feat.

16 strength ups his attack, damage, Athletics, and carrying capacity. But doesn't improve AC.

16 Dex ups his AC, important save, Acrobatics. But doesn't improve attack/damage.

Dual wielder feat ups his AC and allows him to two-weapon fight with battle axes, which ups his damage. But keeps his attack lower.

Any advice?

If you're ok with switching weapons, up dex and use shortswords.

That makes your AC 16 without wearing armor. Pumping dex again at level 6 and then 8 will give you an 18, same as plate.

If your set on axes, pump str until its at 20. You need at least 15 to wear any decent heavy armor without being slowed down. At level 12 pick up Dual Wielder feat.

Also donning or doffing a shield takes an action, so it's typically not something you want to do in combat.
