I am talking about the minotaur fro UA-Waterborn. I care about using them with Sneak Attack.

No, no weapons are finesse unless:

A: It explicitly says so, or
B: Your DM says so.

Am I mis-remembering a 3.5 rule where all natural weapons were Finesse?

Could you cheese it by grabbing a level of Monk?

It would be up to your DM, but a monk only makes unarmed strikes finesse, that's not necessarily the same thing as a natural weapon like horns.

it doesn't even make them finesse, though. It does mostly the same thing, but you still can't SA with it.

I still remember something about natural weapons and Finesse. Since no one has mentioned it, it must be 3.5.

The only thing I can find in the SRD is that natural weapons count as light for TWF. The MM specifically states a monster needs the Weapon Finesse feat to use DEX with its natural weapons.

I would wager what you remember wrong being related to the fact that the 3.5 feat 'Weapon Finesse' can always be used alongside natural weapons. So, if you have the feat and you have a natural weapon, you can use your Dex for attacks with said natural weapon.
