A pauper's spell has no need for material components. For any material component, you must substitude 1/2 the value (rounded up) of any material components as experience points, to a minimum of 5 experience points. A pauper's spell uses a spell slot the same level as the original spell.

I made this because casters with Vow of Poverty should be able to cast nice things, too.

That is a pretty steep EXP cost. Most magic items have a 1/12 EXP to GP cost for making items. Some of the higher end spells will end up costing A LOT of EXP. I think most spells with costly material components will not be worth casting in the case. Most level 5-7 spells with EXP costs are looking at 100-500 EXP while most spells that have GP values that cause issues for VoP characters cost 750-10000 GP (So 350-5000 EXP). Top end spells cost as much as 25k GP (True Resurrection iirc is the most expensive) so that is about 12.5k EXP. Worth noting that 1 maybe 2 wishes/miracles will mimic that and cost 0-10k EXP to cast.

What about the fact that VoP basically prevents a caster from having a spellbook in the first place?

Hmm, you are right. How about 1/10th xp -- just move the decimal over one space and round up, to a minimum of 5 xp. Keep in mind that this does not change the level of the spell. It should never be more attractive to cast a spell with this feat than it is to use the material components.
