How does sea sorcerer's curse of the sea work?

I've been playing it as "use a cantrip to curse them, then use a normal spell to activate the curse" is that how it works? It feels a bit underwhelming to me.

That's how I understand it, except the curse can also be triggered by cantrips. So you could use just ray of frost or shocking grasp over and over, triggering the curse on every turn after the first one.
