Jovissa the Psion is having her work displayed at an art gallery, and wants to attract the attention of the Count, an extremely wealthy visiting patron. She's not above cheating, but she can't afford to get caught. So, she uses her Psionic Focus to automatically make the DC 15 check to suppress the display, manifests an attraction in his mind to her sculpture, and... what happens?

Manifesting without display still provokes attacks of opportunity, so it's presumably obvious she's thinking about something else and not paying attention to her surroundings: but is there any indication she's casting? If the Count gets that tingly feeling from making a Will save, will he suspect her as the source of the effect?

It's obvious she's doing something, yes. But as a purely mental action, there's no indication as to what that something is. She could just be daydreaming, as far as an observer knows.

If the Count makes his save, he'll know something tried to affect him...but there will be no indication of what it was, or who was behind it. Of course, if she's there and the manifestation happens near her sculpture, she might be the first suspect.

It provokes attacks of opportunity, sure. But that's in combat. Walking past someone provokes an attack of opportunity as well, but there isn't anything inherently suspicious about it.

I imagine provoking AOOs from manifesting/casting comes from performing an action that requires the manifester to temporarily drop his defenses. In a combat situation, it's immediately obvious that someone isn't defending themselves properly, which provokes the AOO. Out of combat, there isn't necessarily anything out of order going on. For Stilled and Silenced spells, or powers with their displays suppressed, an ordinary person shouldn't notice anything amiss.
