"Ritual of Blood" Spell?

In the X Stat to Y Bonus (http://www.giantitp.com/forums/showthread.php?125732-3-x-X-stat-to-Y-bonus) thread and in several other places, there is a listing for a spell called "Ritual of Blood" that gives Charisma to HP, which apparently comes from the Player's Guide to Eberron. If such a spell is to be found, could someone give me a page number or other reference? I cannot seem to find it with my Google-fu, and I searched my copy of the book, to no avail.

Page 23. It's actually in the Table of Contents, it's just actually called "The Bloodtouched Rite", not "Ritual of Blood".
